The Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI) has announced that invitations to apply for permanent selection under the Programme de sélection des travailleurs qualifiés (PSTQ) will begin in July 2025. The PSTQ targets a wide range of occupations through four distinct streams, each with specific criteria depending on the job type. To qualify, applicants must meet general requirements plus those unique to their chosen stream.

WHAT YOU NEED TO KNOW ABOUT THE PSTQ

General Eligibility Requirements

  • Be 18 years or older.
  • Intend to settle and work in Québec (with some restrictions on job types).
  • Be likely able to perform the job you apply for.
  • Demonstrate financial self-sufficiency for you and your family.
  • Obtain an attestation confirming your understanding of Québec’s democratic and cultural values.

Understanding Your Occupation and Stream

Your main occupation — the job you plan to do in Québec — determines your application stream and requirements. Occupations are categorized by the National Occupational Classification (NOC) codes, and further broken down into FÉER categories that define education and skill levels.

THE FOUR PSTQ STREAMS EXPLAINED

Stream 1: Highly Qualified and Specialized Skills

For occupations requiring university degrees, college diplomas, or vocational training (FÉER 0, 1, 2). Requires at least 1 year of relevant work experience and good knowledge of French.

Stream 2: Intermediate and Manual Skills

Covers trades and jobs requiring high school diplomas or vocational training (FÉER 3, 4, 5). Requires at least 2 years of work experience, including one year in Québec, plus French language proficiency.

Stream 3: Regulated Professions

For occupations requiring official licensing or recognition in Québec (e.g., engineers, health professionals). Applicants must hold authorization from the relevant Québec regulatory body and meet French language requirements.

Stream 4: Exceptional Talent

For individuals who can demonstrate outstanding achievements and expertise in strategic sectors, research, arts, or sports. Requires a proven track record and at least 3 years of experience.
