Temporary Foreign Worker Program suspended on the island of Montreal for 6 months

THE PROVINCE OF QUEBEC’S REQUEST TO TEMPORARILY SUSPEND LOW-WAGE TEMPORARY FOREIGN WORKER PROGRAM IN GREATER MONTRÉAL HAS BEEN APPROVED

 

Starting September 3, all job offers in Greater Montreal with wages below Quebec’s median hourly rate of $27.47 will face a temporary suspension of application processing.

 

For the next six months, Canada will halt the processing of new Labour Market Impact Assessment (LMIA) applications for the low-wage stream, including the Facilitated Process under the Temporary Foreign Worker Program (TFWP) in Greater Montreal. This decision aims to manage the growing number of temporary residents in Quebec and uphold the integrity of the TFW Program, which is designed to be a last resort when positions cannot be filled by Canadian citizens or permanent residents. The federal government will monitor the situation closely as it considers potential future adjustments to the program.

The suspension affects the following municipalities: Baie-d’Urfé, Beaconsfield, Côte-Saint-Luc, Dollard-des-Ormeaux, Dorval, Hampstead, Kirkland, L’Île-Dorval, Montréal, Montréal East, Montréal West, Mount Royal, Pointe-Claire, Sainte-Anne-de-Bellevue, Senneville and Westmount.

“The integrity of the Temporary Foreign Worker Program is a top priority for our government, which works to ensure that employers utilize it only in the event that there are no suitable candidates in Canada to fill vacant positions. The announcement made today is a continuation of our continuous efforts to help the Canadian economy and adapt to the evolving labor market while collaborating with the provinces and territories to ensure that the regulations are adhered to in order to safeguard both Canadian workers and temporary foreign workers.”
